A reunião fundadora de uma nova forma regional de cooperação entre os partidos comunistas e operários da Europa, denominada Ação Comunista Europeia (ACE), teve lugar em Atenas em 18/11/23, a convite do Partido Comunista da Grécia (KKE).

A reunião de fundação contou com a presença de delegações de 12 partidos da Europa, nomeadamente o Partido do Trabalho da Áustria, o Partido Comunista dos Trabalhadores – pela Paz e o Socialismo (Finlândia), o Partido Comunista Revolucionário da França, o Partido Comunista da Grécia, o Partido dos Trabalhadores da Irlanda, a Frente Comunista (Itália), o Novo Partido Comunista dos Países Baixos, o Partido Comunista dos Trabalhadores da Espanha, o Partido Comunista da Suécia, o Partido Comunista Suíço, o Partido Comunista da Turquia e a União dos Comunistas da Ucrânia.

Durante a reunião de fundação, foram discutidos e aprovados a Declaração Fundacional da ACE, apresentada abaixo, bem como um plano inicial de atividades da ACE para o próximo período.

Na véspera da reunião de fundação, as delegações participaram da manifestação anti-imperialista de massas por ocasião do 50º aniversário da Revolta Politécnica.

Os seguintes Partidos Comunistas e Operários dos estados membros da União Europeia (UE), estados relacionados associados e outros países europeus declaram:

Apoiamos os princípios do socialismo científico e estamos unidos pela visão de uma sociedade sem a exploração do homem pelo homem, sem pobreza, injustiça social e guerras imperialistas.

Consideramos que a UE é a escolha do capital. A UE promove medidas a favor dos monopólios, da concentração e centralização do capital; reforça as suas características de bloco econômico, político e militar imperialista que se opõe aos interesses da classe trabalhadora, das camadas populares; intensifica os armamentos, o autoritarismo, a repressão estatal, limitando os direitos soberanos.

A nossa avaliação é que a União Europeia é o centro imperialista europeu, apoia planos agressivos contra os povos e está alinhada com os EUA e a OTAN. Tem o militarismo como elemento estrutural. Os escândalos que irrompem continuamente no Parlamento Europeu confirmam o caráter da UE como uma união de monopólios e lobbies e um terreno fértil para a corrupção.

Consideramos que existe outro caminho de desenvolvimento para os povos. A perspectiva de outra Europa, a prosperidade dos povos, o progresso social, os direitos democráticos, a cooperação igualitária, a paz e o socialismo são realçados através das lutas dos trabalhadores.

Acreditamos no direito de cada povo escolher o seu próprio caminho soberano de desenvolvimento, incluindo o direito de se desligar da UE e da OTAN. Lutamos contra a exploração capitalista, pela construção do socialismo.

Não somos membros dos assim-chamados Partidos Europeus, que são formados pela UE e entre eles o chamado Partido da Esquerda Europeia.

No período anterior, muitos dos nossos partidos participaram na Iniciativa Comunista Europeia (ICE) e contribuíram para as suas posições e ações em prol dos interesses da classe trabalhadora e dos povos, em conflito com o capital e o sistema explorador.

A ICE desempenhou um papel positivo na luta do movimento comunista europeu. No entanto, a evolução exige um passo em frente para enriquecer o quadro ideológico-político e organizar a luta numa base mais sólida.

Neste sentido, a Ação Comunista Europeia é estabelecida no lugar da ICE.

Todos os Partidos Comunistas e Operários de um estado membro da UE ou estado associado, bem como de outros países europeus que aceitem esta Declaração e as suas condições podem participar na Ação Comunista Europeia.

O objetivo da ACE é contribuir para a investigação e estudo de questões que dizem respeito à Europa, nomeadamente à UE, à linha política que se traça no seu quadro e que tem impacto na vida dos trabalhadores, bem como auxiliar na elaboração de posições conjuntas dos Partidos, a coordenação da sua luta e o desenvolvimento da solidariedade e outras ações.

Nossos Partidos buscam estabelecer laços fortes com a classe trabalhadora e as camadas populares, para se posicionarem melhor e ocuparem um papel de liderança na luta de classes, para que juntos possamos atuar numa linha de ruptura com o sistema do capitalismo e seus gestores de todos os tipos.

Consideramos que a nossa era é a era da passagem revolucionária do capitalismo para o socialismo. Com base nisso, rejeitamos qualquer apoio ou participação em governos burgueses, que lutam contra os partidos liberais e social-democratas, contra todos os tipos de governos burgueses que servem os interesses dos monopólios.

Os nossos Partidos avaliam que o imperialismo não é apenas uma política agressiva. É o capitalismo monopolista, o capitalismo na sua era mais reacionária, isto é, na sua fase mais elevada. É essencialmente inerente à estagnação, ao grande fosso entre o potencial produtivo e a satisfação das necessidades contemporâneas dos trabalhadores, devido à exploração de classe, às contradições entre os monopólios e os estados burgueses que conduzem às guerras imperialistas.

Acreditamos que as intervenções e guerras imperialistas, como a que eclodiu na Ucrânia em 2022, onde os interesses e planos dos EUA, da OTAN e da UE colidem com a Rússia capitalista pelo controlo dos mercados, das matérias-primas e das redes de transporte da Ucrânia e a aquisição de vantagens geopolíticas, são também resultado da competição imperialista.

Opomo-nos à guerra imperialista e à participação dos nossos países nela, bem como ao perigo real de uma generalização da guerra e da eclosão de novos conflitos imperialistas em outras partes do mundo, particularmente na região do Sudeste Asiático, onde o confronto entre os EUA e a China pela supremacia no sistema capitalista mundial é mais pronunciado.

Examinamos qualquer processo de secessão ou unificação de estados capitalistas de um ponto de vista de classe e de luta contra a OTAN, a UE e todos os tipos de alianças imperialistas. Opomo-nos à participação dos nossos países em tais uniões antipopulares e intensificamos o esforço para que os trabalhadores não fiquem presos sob uma bandeira falsa, mas defendam os seus próprios interesses, em conflito com os exploradores e suas uniões transnacionais.

Consideramos que o reagrupamento ideológico, político e organizacional do Movimento Comunista Internacional não pode ser realizado sem uma luta inabalável contra qualquer tipo de gestão burguesa do sistema explorador, liberal ou social-democrata; contra o oportunismo, que expressa a influência da ideologia burguesa no movimento operário. A referência unilateral ao “neoliberalismo” causa confusão, pois ofusca a necessidade da luta contra o capitalismo e o sistema político burguês que gere este sistema explorador.

Opomo-nos tanto ao nacionalismo como ao cosmopolitismo do capital, ao racismo e ao fascismo. Rejeitamos o falso “antifascismo” e as várias “frentes antifascistas” usadas pelas forças políticas burguesas e oportunistas para aprisionar as forças operárias e populares na gestão burguesa, separando o fascismo do sistema capitalista que o origina e o utiliza quando necessário.

Lutamos com todas as nossas forças pela satisfação das necessidades dos trabalhadores e do povo contemporâneo, através do reagrupamento e fortalecimento do movimento operário-sindical e dos outros movimentos populares, numa direção de luta contra os monopólios e o capitalismo.

Opomo-nos à exploração capitalista do planeta e dos seus recursos, uma vez que cria alterações climáticas, poluição perigosa e atua sobre condições meteorológicas extremas, que ameaçam a vida dos trabalhadores. Tomaremos medidas contra essa exploração, para revelar a essência do problema e para desarmar a ilusão do “capitalismo verde” que é constantemente propagada e, em vez disso, lutaremos por um mundo socialista que priorize medidas científicas e bem fundamentadas para salvaguardar o planeta para as próximas gerações.

Os Partidos participantes na Ação Comunista Europeia reconhecem a atualidade e a necessidade do socialismo-comunismo como única alternativa para os povos e defendem a contribuição da Revolução Socialista de Outubro e do primeiro Estado socialista, a URSS. Ao mesmo tempo, estudam as causas da sua derrubada no que diz respeito às questões da economia, da superestrutura política e da estratégia do Movimento Comunista Internacional.

Salientamos que o socialismo é governado por princípios e leis científicas, ou seja, o poder dos trabalhadores, a socialização dos meios de produção e o planejamento científico central. Com base nisso, são rejeitadas posições como a de que um socialismo de mercado pode ser construído através da manutenção de empresas e mecanismos capitalistas, da manutenção do trabalho assalariado pelos proprietários dos meios de produção e da terra, do tratamento da força de trabalho como uma mercadoria e da exploração do trabalho assalariado pelo capital.

A Ação Comunista Europeia estudará os desenvolvimentos internacionais e intervirá em todos os problemas enfrentados pela classe trabalhadora e pelas camadas populares, pelos agricultores e trabalhadores independentes, pelas mulheres e pelos jovens de origem da classe trabalhadora. Neste contexto, os nossos partidos confrontam e opõem-se a todas as formas de racismo e discriminação com base na religião, cor, gênero ou orientação sexual.

Serão tomadas iniciativas:

- Contra o anticomunismo, em apoio aos Partidos Comunistas e Operários que lutam contra a perseguição e a proibição da ideologia comunista e dos símbolos comunistas. Expressará a sua solidariedade internacionalista com todos os povos e estará ao lado dos militantes que enfrentam perseguições pela sua Ação sindical e política. Reforçará a solidariedade com Cuba e com o povo cubano contra o bloqueio e os planos imperialistas dos EUA e da UE, para o fim do bloqueio e de todas as formas de ingerência nos assuntos internos de Cuba.

- Contra o fascismo e as suas causas, contra o racismo e a xenofobia, ao lado dos refugiados e imigrantes desenraizados pelas guerras imperialistas e pela pobreza causada pelo sistema capitalista.

A Ação Comunista Europeia fortalecerá a luta:

- Contra os planos dos EUA, da OTAN, da UE e de todas as outras alianças imperialistas. Contra o novo conceito estratégico da OTAN, a Política de Segurança e Defesa da UE, a estratégia de Transição Verde e o Fundo de Recuperação, que são ferramentas do capital contra os povos.

- Contra a guerra imperialista, pelo desligamento dos nossos países dos planos e organizações imperialistas. A solução para os povos não reside nas ilusões espalhadas pelas potências burguesas de que poderia haver outra, “melhor arquitectura de segurança”, ou OTAN “sem planos militares e sistemas de armas ofensivos nos seus territórios”, ou uma “UE pró-paz”, ou um “mundo multipolar pacífico”. A solução reside no fortalecimento da luta de classes pelo desligamento das uniões imperialistas, contra a guerra imperialista e o ventre que lhe dá origem, ou seja, o sistema capitalista.

Continuaremos destacando os marcos históricos da luta do movimento operário e comunista. Continuaremos defendendo e promovendo a Grande Revolução Socialista de Outubro, as conquistas da União Soviética e do socialismo construído no século XX, estudando ainda mais as causas da contra-revolução e da restauração capitalista.

No quadro da Ação Comunista Europeia e através das relações bilaterais entre os Partidos Comunistas e Operários que integram as suas fileiras, reforçaremos a troca de experiências provenientes da actividade no movimento operário-sindical e em outros movimentos populares, no movimento pela igualdade e emancipação das mulheres, a fim de tornar mais eficazes as lutas em desenvolvimento e fortalecer os laços dos Partidos com as forças trabalhadores-populares.

A Ação Comunista Europeia procurará uma Ação conjunta com outros Partidos Comunistas e Operários na Europa relativamente aos problemas dos trabalhadores e do povo, às questões do anticomunismo e da solidariedade internacionalista, contra as guerras e intervenções imperialistas. Procurará reforçar as relações com os Partidos Comunistas e Operários em todos os continentes com os quais exista um ponto de referência ideológico-político comum.

European Communist Action's Founding Declaration

The founding meeting of a new regional form of cooperation between the communist and workers’ parties of Europe, called European Communist Action (ECA), took place in Athens on 18/11/23, at the invitation of the KKE.

The founding meeting was attended by delegations from 12 parties in Europe, namely the Party of Labour of Austria, the Communist Workers’ Party – for Peace and Socialism (Finland), the Communist Revolutionary Party of France, the Communist Party of Greece, the Workers Party of Ireland, the Communist Front (Italy), the New Communist Party of the Netherlands, the Communist Party of the Workers of Spain, the Communist Party of Sweden, the Swiss Communist Party, the Communist Party of Türkiye and the Union of Communists of Ukraine.

During the founding meeting, the Founding Declaration of the ECA, which is presented below, as well as an initial plan of activities of the ECA for the coming period were discussed and approved.

On the eve of the founding meeting, the delegations took part in the mass anti-imperialist rally on the occasion of the 50th anniversary of the Polytechnic Uprising.

The following Communist and Workers’ Parties of the EU member states, associated related states, and other European countries, declare:

We support the principles of scientific socialism and are united by the vision of a society without the exploitation of man by man, without poverty, social injustice and imperialist wars.

We consider that the EU is capital’s choice. The EU promotes measures in favour of the monopolies, the concentration and centralization of capital; it is strengthening its characteristics as an imperialist economic, political and military bloc opposed to the interests of the working class, the popular strata; it intensifies armaments, authoritarianism, state repression, limiting sovereign rights.

It is our assessment that the European Union is the European imperialist centre, supports aggressive plans against the peoples, and is aligned with the USA and OTAN. It has militarism as a structural element. The  scandals that continuously erupt in the European Parliament confirmthe character of the EU as a union of monopolies and lobbies and a breeding ground for corruption.

We consider that there is another development path for the peoples. The perspective of another Europe, the prosperity of the peoples, social progress, democratic rights, equal cooperation, peace, and socialism are highlighted through the workers’ struggles.

We believe in the right of every people to choose its own sovereign path of development, including the right to disengage from the EU and OTAN. We struggle against capitalist exploitation, for the construction of socialism.

We are not members of the so-called European Parties, which are formed by the EU and amongst them the so-called Party of the European Left.

In the previous period, many of our parties participated in the European Communist Initiative and contributed to its positions and action for the interests of the working class and the peoples, in conflict with capital and the exploitative system.

The ECI has played a positive role in the struggle of the European communist movement. However, developments require a step forward in order to enrich the ideological–political framework and to organize the struggle on a more solid basis.

In this direction, the European Communist Action is established in the place of the ECI.

Every Communist and Workers’ Party from an EU member state or associated state, as well as from other European countries that accepts this Declaration and its conditions can participate in the European Communist Action.

The goal of the “Action” is to contribute to the research and study of issues concerning Europe, particularly concerning the EU, the political line which is drawn up in its framework and has an impact on the lives of the workers, as well as to assist the elaboration of joint positions of the Parties, the coordination of their struggle and the development of solidarity and other actions.

Our Parties seek to establish strong ties with the working class and the popular strata, to get better positioned and occupy a leading role in the class struggle, so that together we can act in a line of rupture with the system of capitalism and its managers of all kinds.

We consider that our era is the era of revolutionary passage from capitalism to socialism. Based on this, we reject any support for or participation in bourgeois governments, struggling against both liberal and social democratic parties, against all kinds of bourgeois governments that serve the interests of the monopolies.

Our Parties assess that imperialism is not just an aggressive policy. It is monopoly capitalism, capitalism in its most reactionary era, that is, in its highest stage. It is essentially inherent in stagnation, in the great gap between the productive potential and the meeting of the contemporary needs of the workers, due to class exploitation, the contradictions between the monopolies and the bourgeois states that lead to imperialist wars.

We believe that imperialist interventions and wars, such as the one thatbroke out in Ukraine in 2022, where the interests and plans of the USA, OTAN and the EU clash with capitalist Russia over the control of the markets, raw materials and transport networks of Ukraine and the acquisition of geopolitical advantages, are also a result of imperialist competition.

We oppose the imperialist war and the participation of our countries in it, as well as the real danger of a generalization of the war and the outbreak of new imperialist conflicts in other parts of the world, particularly in the South-East Asia region, where the confrontation between the USA and China for supremacy in the world capitalist system is more pronounced.

We examine any process of secession or unification of capitalist states from a class-oriented point of view and struggle against OTAN, the EU and all kinds of imperialist alliances. We are opposed to the participation of our countries in such anti-popular unions and intensify the effort so that the workers are not trapped under a false flag but defend their own interests, in conflict with the exploiters and their transnational unions.

We consider that the ideological, political and organizational regroupment of the International Communist Movement cannot be realized without an unwavering struggle against any kind of bourgeois management of the exploitative system, liberal or social-democratic; against opportunism, which expresses the influence of bourgeois ideology on the labour movement. The one-sided reference to “neoliberalism” causes confusion as it overshadows the necessity of the struggle against capitalism and the bourgeois political system that manages this exploitative system.

We oppose both nationalism and cosmopolitanism of capital, racism and fascism. We reject the false “anti-fascism” and the various “anti-fascist fronts” used by bourgeois and opportunist political forces to entrap workers’–people’s forces into bourgeois management, detaching fascism from the capitalist system that gives rise to it and uses it when needed.

We struggle with all our might for the meeting of the contemporary workers’– people’s needs, through the regroupment and strengthening of the labour–trade union movement and the other popular movements, in a direction of struggle against the monopolies and capitalism.

We oppose the capitalist exploitation of the planet and its resources, as it creates climate change, dangerous pollution and acts on extreme weather, which threaten the lives of the working people. We will take action against this exploitation, to reveal the essence of the problem and to disarm the illusion of “green capitalism” that is constantly peddled and, instead, we will strive towards a socialist world that prioritizes scientific and well-founded measures to safeguard the planet for coming generations.

The Parties participating in the European Communist Action recognize thetimeliness and necessity of socialism–communism as the only alternative for the peoples and defend the contribution of the October Socialist Revolution and the first socialist state, the USSR. At the same time, they study the causes of its overthrow as regards the issues of the economy, the political superstructure and the strategy of the International Communist Movement.

We stress that socialism is governed by principles and scientific laws, i.e. workers’ power, the socialization of the means of production, and central scientific planning. Based on this, positions such as that a market socialism can be built by maintaining capitalist enterprises and mechanisms, by maintaining wage labour by owners of means of production and land, by treating labour power as a commodity and by capital’s exploitation of wage labour are rejected.

The European Communist Action will study the international developments and intervene in all the problems faced by the working class and the popular strata, the toiling farmers and self-employed, women, and young people of working-class origin. In this context, our parties confront and oppose all forms of racism and discrimination on the basis of religion, colour, gender or sexual orientation.

It will take initiatives:

- Against anti-communism, in support of Communist and Workers’ Parties struggling under persecution and bans on communist ideology and communist symbols. It will express its internationalist solidarity with all the peoples and stand by the side of militants facing persecution for their trade union and political action. It will strengthen solidarity with Cuba and the Cuban people against the blockade and the imperialist plans of the USA and the EU, for an end to the blockade and all forms of interference in the internal affairs of Cuba.

- Against fascism and its causes, against racism and xenophobia, by the side of refugees and immigrants who are uprooted by imperialist wars and poverty caused by the capitalist system.

The European Communist Action will strengthen the struggle:

- Against the plans of the USA, OTAN, the EU and all other imperialist alliances. Against OTAN’s new strategic concept, the EU’s Security and Defence Policy, the strategy of Green Transition and the Recovery Fund, which are tools of capital against the peoples.

- Against imperialist war,for the disengagement of our countries from imperialist plans and organizations. The solution for the peoples does not lie in the illusions spread by bourgeois powers that there could be another, “better security architecture”, or OTAN “without military plans and offensive weapons systems on its territories”, or a “pro-peace EU”, or a “peaceful multipolar world”. The solution lies in strengthening the class struggle for disengagement from imperialist unions, against imperialist war and the womb that gives birth to it, that is, the capitalist system.

We will continue highlighting the historical milestones of the struggle of the labour and communist movement. We will continue defending and promoting the Great October Socialist Revolution, the achievements of the Soviet Union and socialism built in the 20th century, further studying the causes of the counter-revolution and capitalist restoration.

In the framework of the European Communist Action and through the bilateral relations between the Communist and Workers’ Parties that are part of its ranks, we will strengthen the exchange of experience from the activity in the labour–trade union movement and in other popular movements, in the movement for equality and emancipation of women, in order to make the developing struggles more effective and to strengthen the ties of the Parties with workers’–people’s forces.

The European Communist Action will seek joint action with other Communist and Workers’ Parties in Europe concerning workers’–people’s problems, issues of anti-communism and internationalist solidarity, against imperialist wars and interventions. It will seek to strengthen relations with Communist and Workers’ Parties on all continents with which there is a ideological–political common reference point.
